The City of San Rafael is soliciting proposals from qualified consultants specializing in the formation of Property Based Improvement Districts (“PBIDs”), also known as a Community Benefit District, for Downtown San Rafael, pursuant to the Property and Business Improvement District Law of 1994 (California Streets and Highways Code §§ 36600-36671). The City intends to work with stakeholders to form a PBID to improve business opportunities, enhance the physical environment, and build on the strengths of the existing Downtown San Rafael Business Improvement District (“BID”).
