Council to Hear Special Presentation on Juneteenth Proclamation

Monday’s City Council meeting will include a Proclamation commemorating Juneteenth as the oldest nationally celebrated commemoration of the ending of slavery in the United States and the first federal holiday signed into law since Martin Luther King Jr. Day in 1983.

Citywide Proposed Budget for Fiscal Year 2024-2025

The City Council will consider the proposed Citywide budget for Fiscal Year 2024-25. The budget is both a spending plan for the City’s available financial resources and the legal authority for City departments to spend these resources for public purposes.

The balanced budget emphasizes strategic investments toward the City Council’s Goals and Objectives, and the City’s operations.

In addition, staff will present the proposed Capital Improvement Program (CIP) for all infrastructure projects that address transit, streets, sidewalks, roads and building maintenance, parks, and public safety facilities. The CIP report includes updates on long-range projects and their funding sources.

Labor Agreement Successor Memorandum of Understanding with the American Federation of State, County & Municipal Employees, Local 1 (AFSCME/Local 1), and the Western Council of Engineers (WCE)

Over the past several months, City representatives have met with the American Federation of State, County & Municipal Employees, Local 1 (SEIU Local 1), and the Western Council of Engineers (WCE) to negotiate a Memorandum of Understanding (MOU). The proposed agreement for City Council ratification outlines salary, benefits, and employment terms for these employee groups for the next three years.

City Council Compensation and Boards, Commissions, Committees Stipend Program

The City Council will consider implementing a stipend program for Boards, Commissions, and Committees and increasing City Council compensation to reduce barriers for participation and encourages a more diverse candidate pool of residents to serve their community. This initiative aligns with the City’s Diversity, Equity, Inclusion, and Belonging policy goals and fosters broader community involvement in shaping public policy. The stipend program and increased compensation for elected officials aims to achieve more equitable representation in city government. The increased compensation would take effect whenever any member of the City Council begins a new term, which would be on December 1st, 2024.

City Administrative Offices Closed for Juneteenth

The City’s administrative offices in City Hall, the San Rafael Public Library, and the City’s community centers will be closed on Wednesday, June 19, in observance of the Juneteenth holiday. 24-hour operations will remain in effect for the Police and Fire Departments.

Terra Linda Park & Community Center Enhancement Plan Survey

We are excited to announce the launch of the Terra Linda Park and Community Center Enhancement Plan Project! This initiative follows the extensive Citywide Parks and Recreation Master Plan (CPRMP) process conducted in 2021 and 2022, which assessed existing facilities and evaluated community needs. Based on these findings, the Terra Linda Park and Community Center emerged as a top priority.

Located at 670 Del Ganado Road in the Terra Linda neighborhood, this 2.9-acre site features a community center, playground, basketball court, lawn and pathways, parking, and an outdoor pool complex.

The Enhancement Plan aims to upgrade existing infrastructure and expand recreational opportunities. We want your input! Community involvement is crucial to the plan’s success. Share your ideas with us and help create a vibrant space for discovery, learning, and play!

Summer Reading: Books and More!

Join the San Rafael Public Libraries for our annual summer reading challenge!

Starting June 14th, come to the library to pick up your game card and summer reading bookbag! Fill your bag with books to check out and read. Use your game card to mark off each day you read or listen to a book over the summer. And don’t forget all the fun summer activities at Downtown, Pickleweed, and Northgate libraries! We’ll have special story times, arts and crafts activities, and many special programs.

TALES OF THE CITY– Defensible Space Inspections

Fire season is approaching quickly, and San Rafael’s Defensible Space inspectors are kicking off the season in Marinwood! Inspectors will be going door to door and are also available by request. Our Defensible Space inspectors are identifiable by their SRFD ID badge and navy-blue polo shirt with the SRFD logo and will be accompanied by San Rafael City vehicles. LAST CITY COUNCIL MEETING on June 3, 2024

At the Regular City Council meeting, the City Council:

  • Heard City Manager and Councilmember reports.
  • Approved the consent calendar.
  • Adopted the resolution on the AB 481 Annual Report and Renewal of Military Equipment Use Policy.
  • Received a report on the Preliminary Citywide Proposed Budget for Fiscal Year 2024-25.
  • Received a report on the Economic Development Strategic Plan.
  • Adopted a resolution for the Successor Memorandum of Understanding San Rafael Police Mid-Management Association (SRPMMA).
  • Adopted a resolution for the Successor Memorandum of Understanding with the San Rafael Fire Chief Officers’ Association (SRFCOA).
  • Adopted a resolution on the Citizen’s Initiative Measure to Provide Funding for the Construction of a New Main Library and Community Center at Albert Park.
  • Held open time for public expression.

City Council meetings are held every first and third Monday of the month at 6:00 p.m. Meetings that fall on a holiday are rescheduled for the following Tuesday.

  • Once you’ve completed your Downtown Rainbow journey, turn in your map for a chance to win fabulous prizes, including tickets to the CAFILM Pride!

Juneteenth Family Festival

Christ Presbyterian Church invites Marin County to celebrate and remember the contributions of African Americans who advanced the development of Marin County.

The San Rafael and Marin County African American community will be celebrated with delicious food, live music, community leaders, handmade arts, a bounce house, and good vibes. San Rafael Mayor Kate Colin will open the event. Historic “Firsts” will be honored, including the FIRST African American:

Terra Linda Park & Community Center Enhancement Plan Community Events

Help design a vibrant place to discover, learn, and play! The success of the Terra Linda Park and Community Center Enhancement Plan relies on community involvement to identify the design priorities and inform the final plan that will serve park users now and in the future.
In addition to the community survey (see above) additional series of virtual and in-person community activities, including pop-up events, public meetings, and more, will allow the project team to collaborate with the community at each step of the planning process and collect valuable feedback along the way. Join one of the upcoming community events:
