On Thursday, March 19, 2020, Governor Newsom issued an Executive Order that includes direction from the California State Public Health Officer for all individuals to shelter at their place of residence, except for certain allowed activities.
What does this mean for us?
For San Rafael, not much is changing with this new order as we were already under a very similar order of the Marin County Health Officer from March 16, 2020. The State order reads, “The supply chain must continue, and Californians must have access to such necessities as food, prescriptions, and heath care.”
It continues, “When people need to leave their homes or places of residence, whether to obtain or perform the functions above, or to otherwise facilitate authorized necessary activities, they should at all times practice social distancing.”
It is important to be active, if possible, and enjoy outdoor activities like walking or hiking. Also, find a partial list of open businesses in San Rafael on our website. If you know of an open business that is not listed here, fill out the form at the bottom of the page and we will confirm with the business and add it to our list.
Examples of some essential services that will remain open and accessible:
- Gas stations
- Pharmacies
- Food: Grocery stores, farmers markets, food banks, convenience stores, take-out and delivery restaurants
- Banks
- Laundromats/laundry services
Examples of closures:
- Dine-in restaurants
- Bars and nightclubs
- Entertainment venues
- Gyms and fitness studios
- Public events and gatherings
- Convention Centers
As we move forward in the next few weeks, our staff will continue to work to assure public safety and work to find new ways to deliver services. Remember that this order to shelter-in-place does not mean we have to be disconnected. If you see someone on the street, say hello, remember we are all in this together.
San Rafael Construction Protocol During Shelter in Place Order
Functioning critical infrastructure is imperative during the response to the COVID-19 emergency for both public health and safety as well as community well-being. The City of San Rafael will extend all active permits in good standing by six months at no cost. San Rafael will accept payments and new building applications and plans through our on-line permit system. Building inspections will continue as staffing will allow on most existing building permits that have been issued that follow the bullet items below. The building inspectors may refuse any residential inspection, if the occupants are sick or been exposed, have travelled abroad in the last 30 days, or cannot provide social distancing practices for the inspection. Those inspections will need to be rescheduled to the end of the emergency. New building permits may be applied for on-line, but will only be approved and issued for the following:
- Projects that create new housing units.
- Projects that maintain or upgrade essential business, government or health care infrastructure.
- Projects that restore your home to a safe, sanitary, and habitable space.
All construction that continues must follow social distancing practices during the construction work and inspections.
Attend The Next City Council Meeting, Virtually!
As you know, there are a number of meetings and gatherings being postponed or cancelled due to the Coronavirus. The next City Council meeting, on March 23, 2020 will be streamed through our YouTube Live Channel and comments may be submitted through YouTube Live during the meeting.

Flushable Wipes Are Not Actually Flushable
The San Rafael Sanitation District would like to remind all residents of the importance of only flushing toilet paper down the toilet. Sanitary wipes marketed and sold as “flushable wipes” can severely impact the sewer pipes in your neighborhood and cause blockages and overflows into your home.
Sewer overflows create an additional public health risk in the midst of the coronavirus pandemic. Paper towels, disinfecting wipes, flushable wipes, and all other materials besides toilet paper should always be disposed of properly inside of a trash container. The sewer system is not designed for thicker wipes and paper products.

El jueves 19 de marzo de 2020, el Gobernador Newsom emitió una Orden Ejecutiva que incluye la dirección del Oficial de Salud Pública del Estado de California para que todas las personas se refugien en su lugar de residencia, excepto para ciertas actividades permitidas.
¿Qué significa esto para nosotros?
Para San Rafael, no mucho está cambiando con esta nueva orden, ya que ya estábamos bajo una orden muy similar del Oficial de Salud del Condado de Marin desde el 16 de marzo de 2020. La orden estatal dice: “La cadena de suministro debe continuar, y los californianos deben tener acceso a necesidades tales como alimentos, recetas y cuidado de la salud”.
Continúa: “Cuando las personas necesitan abandonar sus hogares o lugares de residencia, ya sea para obtener o realizar las funciones anteriores, o para facilitar de otro modo las actividades necesarias autorizadas, deben practicar en todo momento el distanciamiento social”.

PROTOCOLO DE CONSTRUCCIÓN DE SAN RAFAEL DURANTE EL REFUGIO EN ORDEN

LOS WIPES FLUSHABLES NO SON REALMENTE FLUSHABLE
El Distrito de Saneamiento de San Rafael desea recordar a todos los residentes la importancia de tirar solo papel higiénico por el inodoro. Las toallitas sanitarias comercializadas y vendidas como “toallitas lavables” pueden afectar gravemente las tuberías de alcantarillado en su vecindario y causar bloqueos y desbordamientos en su hogar.
Los desbordamientos de alcantarillas crean un riesgo adicional para la salud pública en medio de la pandemia del coronavirus. Las toallas de papel, las toallitas desinfectantes, las toallitas lavables y todos los demás materiales además del papel higiénico siempre deben desecharse adecuadamente dentro de un contenedor de basura. El sistema de alcantarillado no está diseñado para toallitas más gruesas y productos de papel.
