
The City Council will hold a Study Session on Monday evening from 6 to 7 p.m. at City Hall to hear a presentation about the California Voting Rights Act (CVRA), which requires cities under certain conditions to transition from at-large elections to district-based elections. San Rafael has learned that it will be receiving a letter that asserts that San Rafael has a history of “racially polarized” voting and threatens the City with litigation under the CVRA unless the City agrees to switch from its present at-large system to a district-based election system. The City’s attorneys will explain what the City’s options are in responding to the threat of a lawsuit. No decisions will be made at this Study Session. MORE INFO
