As part of the City’s Strategic Priority of Economic Recovery, the City has retained Kosmont Companies to prepare an Economic Development Strategic Plan to make recommendations designed to enhance the City’s economic growth and viability. Kosmont’s approach will focus on both city-wide economic resiliencies, as well as the economic vitality of key areas of the City, such as Downtown, the Canal District, Northgate Mall / North San Rafael, and Francisco Blvd. commercial corridor.
The project kicked off in fall of 2022 and various community engagements with key business and community stakeholders. In addition, a community-wide survey was conducted to provide vital feedback that will help plan for San Rafael’s future. The survey was closed in January 2023. Below is the Draft Demographic, Market and Economic Overview that was presented to the City of San Rafael Council Economic Development Subcommittee on February 9, 2023, which includes community survey results.

Next Steps – Kosmont Companies is currently working on draft policy and program recommendations that will return to the City Council Economic Development Subcommittee.
