Frequently asked questions (FAQs)

Please note that after a roadway receives rehabilitation, it will be added to the City’s moratorium list, which states that “no excavation shall be permitted in any portion of public right-of-way that was constructed or resurfaced until the pavement condition index (PCI) drops below a 70/100.”

The City enforces a policy of full-width restoration of any excavation on streets with a PCI of 70 or above.

The City currently maintains 333 lane miles of roadway as part of its network. Concrete roadways represent less than 1% of this network and are significantly more expensive to maintain.

The City’s Annual Pavement Management Program (Pavement Management Program – San Rafael) operates with a limited budget to provide services to the City’s entire network.

The City will continue to monitor the roadways associated with this project after construction has been completed.

Emergency access will be provided at all times over the length of the project.

Residents who will need access to their vehicles are encouraged to park further downhill outside of the road closure zone during working hours.

Pedestrian access is not guaranteed during the road closure as the City cannot direct pedestrian traffic in areas where there are not appropriate sidewalks for detours.

Delivery vehicles will need to park downhill from the road closures.

The Contractor is starting at the top of Fremont Road and will be working their way out of the neighborhood towards Marquard Avenue.

Due to the size and location of the spot repairs, the Contractor has the ability to move between multiple points in a standard workday and keeping the length of roadway closed allows for a simplified transition between repairs.
