A general plan is the planning guideline for the future of a city. It contains goals, policies and programs describing the community's vision for economic viability, livable neighborhoods and environmental protection. The city's current general plan 2020 was adopted in 2004. We are currently in the process of preparing for the adoption  of the General Plan 2040. Below are links to the existing General Plan 2020 as well as the Draft General Plan 2040, Draft Downtown Precise Plan, and Draft EIR. The comment period on the Draft EIR ends on March 9, 2021.
