The Traffic Engineering division has been busy timing, observing, and re-timing the traffic signals in Central San Rafael. First, was Third Street. Third Street has its challenges, from a troublesome signal controller at Lootens Place to a short-protected left-turn phase at A Street. After troubleshooting and making changes to offsets, travel time has not decreased significantly on Third Street, but 4,000 more vehicles (which is 18% more) are moving through the corridor in the same amount of time.
