NOTICE OF PUBLIC HEARING BEFORE THE SAN RAFAEL PLANNING COMMISSION

 

On October 29, 2024, the Planning Commission will hold a public hearing to consider and make a recommendation to the City Council  about [1] whether to adopt the Final Environmental Impact Report for the comprehensive redevelopment of the existing Northgate Mall at 5800 Northgate Drive into a new, phased mixed-use development with approximately 217,520 square feet of commercial uses and 1,422 residential units on the 44.76-acre site, and [2] whether to approve the project applicant’s requests for a rezone to the Planned Development (PD) zone, Master Use Permit, Environmental and Design Review Permit, Density Bonus, Vesting Tentative Subdivision Map, and Master Sign Program.

An Environmental Impact Report (EIR) has been prepared for this project. The Planning Commission will consider the EIR during the public hearing and will consider whether to recommend that the City Council certify it.

PURPOSE:

To hold a public hearing to consider the comprehensive redevelopment of the Northgate Mall into a new, phased mixed-use development with approximately 217,520 square feet of commercial uses and 1,422 residential units on a 44.76-acre site. The Planning Commission will be asked to make a formal recommendation to the City Council regarding certification of the Final Environmental Impact Report and approval of the project at this hearing.

 

WHAT WILL HAPPEN:

Planning Commission will receive presentations from staff and the applicant. They will also hold a public hearing to gather oral or written comments from the public. The Planning Commission will then close the public hearing, deliberate on the project and make a recommendation to the City Council regarding whether to certify the EIR and whether to approve the project.

Correspondence received by 10:00 p.m. the Tuesday the week before the meeting will be provided with the agenda materials provided to the Commission. Correspondence received after this deadline but by 12:00 p.m. the day before the hearing will be conveyed to the Commission as a supplement. Correspondence received after this deadline will not be distributed to the Commission but will be saved in the project administrative record. Comments on the Draft EIR must be received before 5:00 p.m. on February 19, 2024 in order to be considered and included in the Final EIR.
