Northgate Mall Redevelopment: Planning Commission Meeting for Public Comment Only will be on February 13

On February 13, 2024 at 7:00 p.m. the Planning Commission will receive public comments on the Draft Environmental Impact Report for the comprehensive redevelopment of the existing mall into a new, phased mixed-use, density bonus development with approximately 225,000 square feet of retail and 1,422 residential units on a 44.76 -acre site. No decision will be made at this meeting. 

How to Participate 

The public may participate by attending the meeting in person at 1400 Fifth Avenue, San Rafael. You may submit comments on the project to northgatemall@cityofsanrafael.org. 

You may also view the staff report after 5:00 p.m. on the Friday before the meeting on the meeting agenda at https://www.cityofsanrafael.org/design-review-board-meetings/. 

Frequently Asked Questions from the community will be posted to the City website following community input from the public hearing. 

About the Project 

The Northgate Mall Redevelopment project proposes a comprehensive redevelopment of the existing mall into an open-air “main street experience,” surrounded by mixed-use development of retail and up to 1,422 residences. The Project proposes to reduce the existing commercial retail from 775,677 sq. ft. to 225,100 square feet and construct high-density multifamily residential buildings in the form of townhome units and apartment buildings ranging in height from two to seven stories.
