Parking Citation Payment Alternatives

A) Indigent Payment Plan (Income-based)

The City of San Rafael offers a payment plan for registered owners that meet certain eligibility requirements pursuant to Assembly Bill 503. The best way to apply for an Indigent Payment Plan is to apply online and submit your income documentation there:

  1. Visit www.citationprocessingcenter.com, enter your License Plate # to take you to your citation(s); Click on Alternative Payment Options, then click on the Indigent Payment Plan box. Complete the online form & upload your documentation.

Indigent Payment Plan Facts:

Deadline to Apply Within 60 days of citation issuance or 10 days after administrative hearing determination, whichever is later
Processing Fee $5; to be paid at time of application or added to the payment plan amount, at the discretion of the registered owner
Repayment Timeline Up to 18 months
Minimum Payment Per Month $25
Late Application Penalty $5; One-time exception
Fee Reduction Yes
Eligible to Apply Must meet one of these two conditions:

  • Monthly income is 125% or less of federal poverty level
  • Receive public benefits from a list of federal and state programs

The City of San Rafael will accept the following documents as proof that an individual is indigent, for payment plan requests, in accordance with Government Code sections 68632(a) and 68632(b):

Proof of Income A pay stub or another form of proof of earnings, such as a bank statement that shows the individual meets the income criteria set forth in subdivision (b) of section 68632 of the Government Code.
Proof of Receipt of Public Benefits Proof of receipt will consist of a copy of the most recent Verification of benefits form, Notice of Action (Approval) Letter or Award Letter. Benefits must be issued through the programs described in subdivision (a) of section 68632 of the Government Code.
Valid Public Benefits (a) Supplemental Security Income (SSI)
(b) California Work Opportunity (CalWorks)
(c) Supplemental Nutrition Assistance Program (Food Stamps)
(d) County Relief, General Relief (GR), or General Assistance (GA)
(e) Cash Assistance Program for Aged, Blind, and Disabled Legal Immigrants.
(f) In Home Supportive Services
(g) Medi-Cal

If no Income or no Public Assistance

 

If a person has no income or does not receive Public Assistance, a copy of their yearly earnings from the Social Security Department is required for proof.

B) Community Court (administered by Legal Aid of Marin)

Community Service hours may be granted to absolve parking citation balances due to the City of San Rafael. Participants must meet criteria established by Community Court administrators. Participation cannot be repeated. Apply by appearing, with a printout of your citation(s) info, at one of the following:
