Based on community feedback and traffic data collected before and during the one-way street conversion, the pilot project will consider permanent implementation of the one-way direction or closure of the street to traffic.

Some of the existing traffic along Embarcadero Way are anticipated to use Marina Court Drive, Mission Avenue, and Sea View Avenue as alternative routes. The pilot project will be in place for approximately 3-4 months, starting in January 2026.

The one-way northeast direction for the pilot project was chosen based on community feedback from 2022 and traffic volume counts taken in 2022 and 2025, which showed the peak northeast bound morning and afternoon traffic volumes being greater than southwest bound traffic volumes.

During the pilot project, travel will be permitted in the northeast direction (uphill) from Marina Court Drive to Mission Avenue. See Figure 1 above. Travel will not be permitted in the southwest direction on Embarcadero Way from Mission Ave to Marina Court Drive.

Embarcadero Way from Marina Court Drive (southern intersection) to Mission Avenue/Marina Court Drive (northern intersection) will be converted to a one-way road. See Figure 1 above.  Embarcadero Way will remain open to two-way traffic from 3rd St/Pt San Pedro Road to the southern Marina Court Drive intersection.
