City Hall and other offices will be closed to the public from December 23 to January 3, but appointments are available upon request. Public safety and emergency services remain available 24/7.  

San Rafael Joint Powers Financing Authority

The San Rafael Joint Powers Financing Authority (Authority) was formed by the City of San Rafael and the former San Rafael Redevelopment Agency (Agency) pursuant to Articles 1 and 2 of Chapter 5 of Division 7 of Title 1 of the Government Code of the State of California for the purpose of assisting in the financing and refinancing of certain assessment district and redevelopment-related activities in the City.  On March 18, 2013, the financing authority role of the Agency was replaced by the California Municipal Finance Authority (CMFA) in order that the life of the Authority would extend beyond that of the Agency.  The Authority is administered by a governing board whose members are the City Council of the City of San Rafael. The agency doesn’t compensate any of the elected officials, nor does it have any employees.

Financial Information

Activities of the Authority are reported in the Parking Services Enterprise Funds in the City’s audited financial statements. Separate financial statements are not prepared for the Authority.
