Terra Linda Park & Community Center Enhancement Plan LogoWe want to hear from YOU! The success of the plan relies on the involvement of community members. Share your ideas with us and help design a vibrant place to discover, learn, and play!

The Terra Linda Park and Community Center Enhancement Plan will identify opportunities to enhance recreation amenities at the site to accommodate future growth in the area and re-imagine these facilities to better serve the City of San Rafael.

In 2021 and 2022, the City of San Rafael underwent a comprehensive Citywide Parks and Recreation Master Plan (CPRMP) process. That process included an assessment of the existing parks and recreation facilities, an evaluation of the community’s recreational needs, and the development of a prioritized set of recommendations. One of the top priorities of the CPRMP was the development of a specific plan for the Terra Linda Park and Community Center.

The Terra Linda Community Park is located at 670 Del Ganado Road in the Terra Linda neighborhood of San Rafael, CA. The 2.9-acre site includes a community center, playground, basketball court, lawn and pathways, parking, and an outdoor pool complex.

Given current and expected trends in population growth, particularly in North San Rafael, the City is exploring opportunities to increase recreational capacity to meet potential growing demand. The Enhancement Plan will focus on the park and community center, evaluating both opportunities to improve the existing infrastructure and to incorporate additional recreational capacity at the site.

Recognizing the importance of the Terra Linda aquatics program, the Enhancement Plan will include the programmatic elements of the pool complex and its impact on the rest of the site. However, the Enhancement Plan will not be evaluating changes to the pool infrastructure.

Process

A multi-step planning process will be implemented to create a comprehensive plan that is successful and realistic while also ensuring the recreational needs of the community are met. This process includes a needs assessment to understand existing conditions and areas for improvements, public outreach to hear from the community about preferences, design options to identify priorities, cost estimates to plan for implementation and construction, and approval of the final plan by City Council.

Key Project Milestones

  1. Existing conditions analysis
  2. Community outreach and public engagement
  3. Preliminary site designs
  4. Draft Enhancement Plan
  5. Final Enhancement Plan

The final product for this project will be a park-specific planning document to guide the City in making decisions about future enhancements for Terra Linda Park and Community Center. The Enhancement Plan will include:

  • an overview of San Rafael and the current context of the site;
  • an assessment of the existing conditions of the site;
  • a summary of community engagement efforts and input;
  • a conceptual design and set of recommendations to guide future designers and developers; and
  • an implementation and funding plan to guide the City in constructing the improvements.

Community Engagement/Get Involved

Help design a vibrant place to discover, learn, and play! The success of the Terra Linda Park and Community Center Enhancement Plan relies on community involvement to identify the design priorities and inform the final plan that will serve park users now and in the future.

Through a series of virtual and in-person community activities, including pop-up events, public meetings, surveys, and more, our project team will collaborate with the community at each step of the planning process and collect valuable feedback along the way.

Frequently Asked Questions (FAQ)

Q: Why is the City of San Rafael planning to enhance Terra Linda Park and Community Center?
A: Given current and expected trends in population growth, particularly in North San Rafael, the City is exploring opportunities to increase recreational capacity to meet potential growing demand. With a limited amount of space and growing community need, the City will have to be thoughtful and intentional about how we further support Terra Linda Community Park as a recreational hub for the North San Rafael community. The Enhancement Plan will evaluate both opportunities to improve the existing infrastructure and to incorporate additional recreational capacity at the site.
Q: How long will this project last?
A: The overall projected timeline for this project is approximately 18 months. The project began in early 2024 with site assessments. A community needs assessment will occur in the summer of 2024, and draft conceptual design options will be presented to the community in the fall of 2024. A final plan is expected by spring/summer 2025.
Q: What is being done to make sure the community is being heard?
A: All community voices have value, and a successful project relies on hearing these voices. To facilitate open, inclusive community involvement, outreach activities are scheduled to occur at convenient times using a variety of styles and formats. Project messaging and materials are provided in multiple languages to encourage participation from as many community members as possible. The input collected during the outreach process will be thoughtfully considered and inform the development of the final plan.
Q: How can I stay informed about this project?
A: We will post updates about the project on this webpage. Additionally, we will send email announcements about upcoming meetings, surveys, and opportunities to participate to individuals who would like to be added to the project mailing list. You can request your email address be added to the mailing list by contacting recreation@cityofsanrafael.org.
